Panel 1 – Building a Pan-African Vision for Modern Digital Governance

Session: Political Vision and Strategic Leadership

Topics to be discussed: government leadership, national priorities, continental coordination, public-private partnerships.
Argument : This panel aims to explore the political will needed to drive the digital transformation of public administrations. It highlights national and continental ambitions, commitments, and strategies.
Expected participants: Ministers of Digital Affairs, senior political leaders, representatives of the African Union, pan-African institutions.

Panel 2 – Regulating AI and the digitization of public services: towards an ethical and secure framework

Topics to be discussed: personal data legislation, AI regulation, digital sovereignty, interoperability of texts.
Argument: Effective digital transformation requires a robust regulatory environment. This panel discusses data laws, AI policies, and the need for legal harmonization among African countries.

Speakers will share their experiences, challenges, innovations, and best practices to inspire effective and contextualized transformation in other countries on the continent.
Expected participants: leaders of national digitization agencies, operational experts, technical partners, and multilateral agencies.

Session: Inclusion, financing, and social impact

Topics to be discussed: Digital inclusion of women, young people, and people with disabilities; Financing public innovation; The role of startups and civic tech; Open data and citizen participation.
